This is the dealing room where the Bank buys/sells Japanese yen and foreign currencies.
Such transactions are conducted by the Bank, as the agent of the Minister of Finance, mainly to stabilize the value of the Japanese currency against foreign currencies (this is generally called "foreign exchange intervention").
