Payment and Settlement Systems Department

On October 31, 2008, the Bank of Japan released the Proposed Revisions to the Contents of "Payment and Settlement Statistics" and sought comments from the users. As no comments to this proposal were received, the Bank will start to use the new format, same as the one proposed on October 31, from the January 2009 release of "Payment and Settlement Statistics (Figures for November 2008)."

In addition, following the implementation of Phase 1 of the next generation real-time gross settlement (RTGS-XG) project of the BOJ-NET Funds Transfer System (BOJ-NET FTS)*, the Bank will list figures related to Foreign Exchange Yen Clearing Systems (FXYCS) in the December 2008 release of "Payment and Settlement Statistics (Figures for October 2008)" as follows.

  • Foreign exchange yen transactions, which were settled mainly on a net basis in the FXYCS until October 10, 2008, are settled on a real-time gross basis in the BOJ-NET FTS from October 14, 2008.
  1. A-1. Settlement via BOJ Current Accounts
As October figures for the item "Foreign Exchange Yen Clearing System," average figures from 1 to 10 October 2008 are provided. The figures for 14 October 2008 onwards are included in the item "BOJ Funds Transfers."
  2. A-2. BOJ Funds Transfers
As October figures for the items "Average Daily Volume of Settlements," "Average Daily Value of Settlements," and "Average Daily Value per Settlement," average figures for both 1-10 October 2008 and 14-31 October 2008 are provided.
  3. B-3. Foreign Exchange Yen Clearing System
As October figures for the item "Average Daily Value" under "Net Positions Settled via BOJ Current Accounts," average figures for both 1-10 October 2008 and 14-31 October 2008 are provided.
As October figures for the item "Largest Net Credit/Debit Position Settled," the largest figures for 1-10 October 2008 are provided.

The Bank continues to review the contents of the statistics to accommodate structural changes in the payment and settlement systems and to better meet user needs.
